Although W.Va. Code, 18-9A-11 [1972], read in pari materia with W.Va. Code, 11-3-1 [1972], gives an assessor discretion to set the assessed value of property between fifty and one hundred percent of its appraised value, Tug Valley Recovery Center v. Mingo County Commission, W.Va. , 261 S.E.2d 165 (1979), W.Va. Const., art. X, Â§ 1 requires that the assessments be equal and uniform within the range allowed by the statutes.
